Housing Opportunities Made Equal of Virginia (HOME of VA) is the Commonwealth’s only statewide fair housing nonprofit – the sole organization here rooting out discrimination in the real estate market while connecting Virginians with safe, stable homes.
We don’t build housing – we build housing opportunities. HOME of VA emerged in 1971 to bolster the Fair Housing Act – the landmark civil rights law that established broad antidiscrimination protections. We have remained on the case ever since, through rigorous investigations, precedent-setting cases argued before the US Supreme Court, and ongoing defense of Virginians’ housing rights. We exist to address housing-related systemic inequities perpetuated by segregation and systemic discriminatory practices, which result in wealth inequality and housing instability. Job Summary
We are seeking to train and develop a mission-driven civil rights attorney to help advance housing justice across Virginia. This role will support strategic legal initiatives and litigation aimed at dismantling barriers to equitable housing, challenging systemic discriminatory practices, and addressing the lasting harms of redlining and underinvestment in marginalized communities. The fellow will also help enforce individual clients’ fair housing rights.
Building on HOME’s long history as a leader in fair housing litigation and legal advocacy, this position is part of our in-house legal practice and works closely with HOME’s policy, research, enforcement, and housing counseling departments, as well as with outside counsel, partner organizations, and community advocates to advance fair housing through impactful legal strategies.
Key responsibilities include identifying and pursuing cases that create systemic change; partnering with impacted communities to strengthen resident voices and support self-advocacy; litigating fair housing cases; and increasing awareness of legal tools that combat housing discrimination among attorneys, advocates, and the public.
The ideal candidate will bring a deep commitment to HOME’s mission and a strong interest in civil rights and housing justice. Candidates must be licensed to practice law in Virginia or eligible to waive in, or be eligible to sit for the Virginia State Bar Exam and obtain licensure by October. Graduating law students, recent graduates, and judicial clerks completing clerkships are strongly encouraged to apply.

Duties and responsibilities
- Represent plaintiffs including both HOME as an institution and other clients in legal cases that advance fair housing rights and housing equity.
- Maintain legal case files, meet deadlines, and advance legal cases with the highest levels of professionalism and legal ethics in relationships with clients and outside parties.
- Work with policy, research, enforcement and investigation, communications, and housing counseling departments at HOME to identify housing justice issues ripe for systemic change via a multi-pronged advocacy approach.
- Develop and implement strategic advocacy campaigns advancing housing equity. The development of advocacy campaigns will incorporate the priorities and perspectives of impacted communities and constituents.
- Foster strong working relationships with partner organizations, stakeholders, community leaders, law firms, and other public interest groups seeking to advance housing justice.
- Participate in funding development activities as requested, including assisting with grant writing or meeting with funders.

- J.D. or equivalent degree, with admission to the Virginia State Bar, eligibility to waive in, or willingness to sit for the next Virginia bar exam.

- Willingness to work a flexible schedule that may include occasional evenings, weekends, and travel across Virginia.

This is a full-time position and is primarily remote but may require in-office attendance for meetings up to four times a month.

Hiring salary is $70,000 per year, or $75,000 for applicants who have completed a judicial clerkship. This is a Virginia-based position, and HOME will provide relocation assistance for a successful candidate who must move to accept the role.

HOME is seeking a Fair Housing Advocate to support individuals who have experienced housing discrimination through direct advocacy, investigation, and community engagement. The Fair Housing Advocate to assist in our fair housing enforcement and investigations efforts throughout the state of Virginia.
Job Summary
The Fair Housing Advocate advances HOME’s fair housing enforcement and investigations efforts throughout the Commonwealth of Virginia. In this role, the Fair Housing Advocate works directly with individuals who have experienced housing discrimination, advocating on their behalf through negotiation with housing providers and participation in administrative complaint processes, while also contributing to broader advocacy initiatives across the organization.
As a member of HOME’s Enforcement and Investigations Team, the Fair Housing Advocate investigates allegations of housing discrimination by coordinating fair housing testing, gathering and analyzing evidence, and developing case findings. The position also provides advice and counseling to clients, supports HOME’s fair housing enforcement efforts, and helps educate the community about fair housing rights.
This position is well-suited for someone who is passionate about civil rights, enjoys both direct client work and investigative advocacy, and is eager to contribute to both individual and systemic change.
Duties and responsibilities
- Assist with intakes from clients alleging housing discrimination, including counseling, advocacy, and making appropriate referrals.
- Coordinate and lead fair housing investigations throughout Virginia, including research, case development, data analysis and test coordination.
- Summarize investigative results that leads to actionable next steps.
- Conduct and coordinate tester training, interviews, debriefings, and test analyses.
- Conduct trainings in Fair Housing-related topics for a wide variety of audiences.
- Participate in community education activities that promote housing opportunities and knowledge of housing rights.
- Conduct in-person and virtual interviews of witnesses and serve as a fact witness when necessary.
- Maintain organized case files and adhere to department protocols for handling evidence; maintain detailed and accurate time records, and case records.
- Assist with complaint resolution, including drafting and filing administrative complaints on behalf of clients.
- Maintain a working level of knowledge about housing laws. This includes fair housing, fair lending, consumer protection and landlord-tenant laws; the theory and practice of fair housing testing; investigations; administrative and legal procedures, remedies, and their application to real-life situations.
