HOME of VA is seeking a Local Policy Advocate to build out and lead HOME of Virginia’s local land use and housing policy initiatives in the Richmond region.

Right now, our region’s three largest localities — the City of Richmond along with Chesterfield and Henrico — are resetting rules about what can get built and where. The results, whether transformative or furthering the status quo, will affect everyone who lives here. Drawing on 50 years of fair housing advocacy, HOME aims to ensure that as these new rules are worked out, equal access to affordable housing is a priority for the families and workers who sustain our community.
The Local Policy Advocate will spearhead HOME’s efforts to advance equitable land-use and pro-housing policies. This role combines policy advocacy with community organizing. The Advocate will educate community members on zoning and housing reforms and mobilize their collective efforts to drive systemic change. The Advocate will cultivate relationships with elected officials, planning commissions, and government staff to ensure that the visions of HOME and our community partners are understood, considered, and implemented. Additionally, they will collaborate with partner organizations to build a strong coalition. For decades local rules have been used to perpetuate segregation. While the initial focus of this role is in the Central Virginia area, we intend for the Local Policy Advocate to build upon this work to highlight the need for equitable housing reforms and to form a blueprint for future local advocacy in other parts of the Commonwealth.
Duties and responsibilities
- Lead local advocacy efforts by developing, analyzing, and promoting land-use and housing policy reforms, including zoning changes and streamlined approvals for affordable housing projects.
- Design and implement strategic education and advocacy campaigns that reflect the priorities of impacted communities.
- Collaborate with coalitions of legal, nonprofit, and community-based organizations to amplify advocacy efforts.
- Recruit, train, and organize volunteers to support HOME’s policy initiatives.
- Engage with stakeholders, including elected officials, planners, and government staff, to advocate for equitable policies.
- Track and analyze local land-use policies and decisions to identify opportunities and threats to housing equity.
- Prepare and deliver public testimony, reports, and policy briefs to influence decision-makers and educate the public.
- Build relationships with local media to elevate housing issues and HOME’s policy positions.
- Organize and lead community meetings, workshops, and forums to educate and empower residents on housing policy issues.
- Conduct research and develop data-driven insights to support advocacy positions and campaign strategies.
- Monitor regional housing trends and policy developments to stay ahead of emerging issues and opportunities.
- Assist in grant reporting and proposal development to secure funding for advocacy initiatives.

Anticipated hiring salary range: $55,000 – $75,000 (Salary will be commensurate with experience).

$55,000 – $75,000 per year

We provide a comprehensive benefits package, including employer-paid health and dental insurance, a flexible work schedule, and employer contributions to a 403(b) retirement plan. Our generous holiday and leave policies are designed to support rest and promote a meaningful and healthy balance of work and life.
Schedule:
- 35 hours per week
- Monday to Friday
- Occasional evening and weekend meetings and events
Work setting:
Hybrid work, with some in person meetings in Richmond, Henrico and Chesterfield area
