Henrico County Employee Home Purchase Assistance Program (EHPAP)

Due to the overwhelming volume of applications received to date, the program is currently not accepting new program applications. We will work through the applications received, to determine if and when we will resume accepting EHPAP applications.

The Henrico County EHPAP is a downpayment assistance program offered to employees of Henrico County. To qualify for this program, you must:

  • Be a full-time Henrico County Employee (General Government, Public Schools, or Constitutional Officer)
  • Be a first-time home buyer (or must not have owned a home in the last 5 years)
  • Have 12 months of continuous full-time permanent employment
  • Have a performance appraisal of acceptable or better.

 

Income Requirements

To participate in HOME’s homeownership program and qualify for down-payment assistance, applicant(s) purchasing the home are required to have at least $30,000 in combined annual income AND be under the maximum income limits in the chart.

HOME’s Steps to Homeownership.

  1. Submit an Application. Fill out the information below, then proceed to the online application. Allow up to 10 business days for us to process your application.
  2. Attend HOME’s virtual homebuyer education course.
  3. Meet with your counselor. Once your homebuyer education completion certificate is verified, a counselor will be assigned, and an appointment will be scheduled. Specific documents will be requested and must be received prior to the appointment. During the appointment you will discuss your financial situation, what you will need to do to become fully ready to purchase a home, and how much of a mortgage loan your budget can accommodate. Also, if you need and qualify for down payment and closing cost financial assistance, you will learn how to access that money.
  4. Get your affairs in order. Establish and follow a spending plan, save money, and meet with your counselor for additional sessions.
  5. Find and buy your home. By this time you will know how to work with a real estate agent, what to look for, how to get a good mortgage, and what to expect at closing when you sign the loan documents and finalize the purchase of your home.
