What is steering?
Steering is a discriminatory practice that is used to guide or deceive applicants into buying certain homes or applying for certain loan products based solely on a characteristic about them (such as race or national origin).

For example:
An African-American woman finds her dream home that is in her budget, located near one of the best schools in the city, is close to her job, and has enough bedrooms for each of her children. It just so happens that a majority of the neighborhood is white. The real estate agent suggests she might be more comfortable in a different neighborhood and she is then shown several homes that don’t quite suit her needs in neighborhoods that were mostly black or mixed race.

The same can be true for the opposite:
The same real estate agent shows a white woman with similar housing needs homes in neighborhoods that are not very diverse. When she asks to see a home in a historically black neighborhood, the real estate agent says she might not be comfortable there, as it is “noisy” or “unsafe.”
